To avoid being "offloaded" at Manila or Cebu airports and missing flights, she must prepare the following procedures and documents in advance. It is recommended to start the process 1-2 weeks before departing Hong Kong:
All Philippine OFWs must present an OEC (Overseas Employment Certificate) to the Philippine Bureau of Immigration when departing the Philippines. This serves as both an exit permit and helps her avoid Philippine airport taxes and travel taxes.
Since she is returning to the same employer, she likely qualifies for an OEC Exemption, but still needs to complete online registration and print the exemption certificate (BM Printout).
Register/Log in to DMW Portal: Access the Philippine Department of Migrant Workers official website DMW Online Services Portal (formerly POPS-BaM or BM Online).
Select Balik-Manggagawa: Click the "Balik Manggagawa" module in the system.
Confirm Employer Information: The system will ask if she is returning to the same employer and worksite. Select "Yes."
Obtain Exemption and Print: If information matches successfully, the system will automatically approve the exemption and generate an exemption confirmation certificate (with QR code).
Important: She must print 2-3 physical copies to carry with her.
Note: If the system cannot auto-verify (for example, if her initial arrival record in Hong Kong is incomplete in the system), she won't be able to get the online exemption directly. She would need to make an appointment and visit the Migrant Workers Office (MWO) at the Philippine Consulate General in Hong Kong, or apply in person at a local DMW office in the Philippines after returning. Since she'll only be in the Philippines for two or three days, time is extremely limited. We strongly recommend attempting to apply online while still in Hong Kong.**
When departing Hong Kong airport and returning from the Philippines, she must carry originals and photocopies of the following documents:
Philippine passport original (valid for at least 6 months).
Hong Kong Identity Card (HKID) original.
Valid Hong Kong work visa (whether pink sticker visa or latest electronic visa/entry label—print it out).
Current valid Hong Kong Standard Employment Contract (Green Contract) original.
Confirmed round-trip flight tickets/itinerary (proving she has a return flight in two or three days).
Printed OEC certificate or OEC exemption letter.
The Philippines currently operates an electronic entry and exit declaration system:
Within 72 hours before departure, she needs to register for free on the official eTravel website.
Complete health and travel declarations, obtain a green QR code, and save a screenshot on her phone.
Time is very tight: Because she'll only stay in the Philippines for two or three days, don't plan to handle procedures after arriving in the Philippines. Philippine local offices operate slowly and are closed on weekends. If documents are incomplete or online approval fails, it's impossible to complete everything in two or three days, risking a missed return flight.
At Hong Kong airport departure: When leaving Hong Kong airport, she only needs to show her passport, Hong Kong ID, and boarding pass—very simple.
At Philippine airport for return to Hong Kong (critical): Philippine airport immigration counters conduct very thorough screening. There are dedicated OFW (Overseas Filipino Worker) lanes. She needs to queue and present her passport, Hong Kong visa, Hong Kong contract, and OEC certificate. As long as the OEC is in order, customs will stamp and release her, waiving her travel tax.
